Regardless of what is written in Rule 7, the person or organized organization that has been distributing electricity since before the commencement of the Act shall not be required to get a determination from the Commission to change the electricity tariff or other fees charged from the customer unless they obtain a permit in accordance with Sub-section (3) of Section 4 of the Act.
